San Francisco mayor Gavin Newsom has signed into law the San Francisco
Health Access Program, which is designed to provide health care access
to all city residents by 2007. The plan is expected to cover 82,000
uninsured in San Francisco, at a cost of approximately $200 million per
year. Part of the cost of the program will be absorbed by San Francisco
employers. Employers with 20 to 99 employees must pay $1.06 per hour
per employee, and employers with 100 or more employees must pay $1.60
per hour per employee, unless they are already spending at least that
much on employees’ health care. Businesses with under 20 employees do
not have to pay into the program.
