Unfortunately for America’s Finest City (with the unfortunately satire-ready motto of Semper Vigilans—“Ever Vigilant”), Filner’s attorney is claiming that Filner never received the required A.B. 1825 sexual harassment training that all California supervisors must undergo every 2 years.

However, if San Diego did not in fact provide Filner with the required training, it will be tremendously difficult for the city to argue that it took all reasonable steps necessary to prevent the harassment from occurring.
